Updates the grading criteria for Fall 2017. #39

Most of the content is still the same, just the exact wording was refined to be more concise, less confusing, and more general for non-software projects. In addition, the term deliverables was removed in favor of GitHub milestones and issues, and the grading rubric was changed to a different table format.

This is not nearly as big of a change as it looks, we just refined the wording all over the place to be shorter and a little more clear. We also got rid of a ton of extra newlines so it looks like every line was changed.
