Allow user to upload resume to profile #468

I think it would be a cool if users could upload their resume to their RCOS profile page. This way when companies are looking at RCOS developers on observatory, their resumes would be easily accessible.

Thoughts?

hmm maybe start with just a link like github does to a personal site
