Removed RCOS Expo documentation from the handbook - this is what was there before being removed:

# RCOS EXPO
- Opportunity for the RCOS community to interface with the broader RPI community
- One-day event, weekend?
- Posters, talks, guest speakers, sponsors
- Opportunities for longer project-specific presentations
- Reserve DCC for a Saturday?
