Updates NPDA user model to make role mandatory. Adds create/update and confirm delete forms/templates. Creates views and URLs for these also.

Add organisation employer when organisations server functioning.
Filter user's views to own organisation scope, based on role
Styling (obvs)
Protect routes based on permissions
Create custom permissions and allocate to groups
