Aside from the patient and visit views, there need to a PDU summary report view, with performance metrics of the PDU broken down by care process, with comparison against other PDUs

NPDA team need to define what this page shows. To close this issue at least though:

[ ] add pdu-summary url to urls.py
[ ] add endpoint in views.py
[ ] add basic template as a placeholder
