Sets up E12 to continuously deploy to Azure Container Apps on merge to live

psycopg2.OperationalError: connection to server at "e12-staging.postgres.database.azure.com" (172.167.13.154), port 5432 failed: fe_sendauth: no password supplied

I think I broke it with a copy paste error in the environment variable name that defines the password file: NPDA_POSTGRES_DB_PASSWORD_FILE
