Currently children will not fail the individual HCP measure if under 5, though the users will have to score No in the A School Individual Health Care Plan question in the Individualised Care Plan section in the management tab.
A clearer implementation would be for the under 5s to disable or hide the question in the UI and set that field automatically to false (since it is a mandatory field)
