fix aggregation errors and add e12 trusts to csv download from staging #922

Overview

Bringing live up to date with staging - esp including:

  1. aggregation fixes to address errors in logs when None passed into the the abstraction_level interpolated string in the filter step prior to aggregation
  2. fix all the issues raised in relation to csv download
  3. introduce E12 sanctioned list of trusts
