[KPI Report Check] - 9a/b denominators do not match 1 #945

9a/b appear to still not have the right denominator (of the whole cohort) at country and national level

@mbarton has the full report - not posting it here as our issues are public

We think we will probably need to recalculate KPIs for all cases as one trust fixed itself in the report as I was debugging - so something probably happened to cause the underlying score to recalculate

Fixed by manually recalculating all KPIs for each case using the function from https://github.com/rcpch/rcpch-audit-engine/pull/946
