Fix: V1.705 Update requirements (pin SQLAlchemy) #57

Pin SQLAlchemy == 1.4.46, as some functionality has changed since the package was recently updated to 2.0.0 (https://docs.sqlalchemy.org/en/20/changelog/migration_20.html).
Log more details in order to better troubleshoot production issues

FYI @brindakv, I spoke with @epeisach and it doesn't sound like this rcsb.db.mysql module is used by any of the wwPDB code. However, the wwPBD utilities do have a similar implementation, but it is not importing this utility at all.
