Define basic setup interface #29

This is the "setup" interface, the input needed for computing a spectrum assuming a given context. Probably won't start using this for a while.

(1) Wasn't even aware the latter #include <...># was an option, can you point me to some place documenting that it works? Is it available under the standard somehow? I think the quoting behavior is pretty well understood by developers, so I'm happy to stick to it. No strong preference, just didn't now there was another option.

(2) Don't know why we don't typedef all our structs, that's probably another issue to go ahead and make. Please make that an issue.

I'll go ahead with merge; if (1) actually matters we can change all the "'s with another PR.
