system() of uClibc always failed #118

What steps will reproduce the problem?
1. run all chown/chmod testcases of LTP, this bug will appear

I wrote a very simple test program for system function, which runs OK on 
mbe1500 
board.

The LTP test environment is not set correctly, which causes this problem. After 
changing runltpmsh.sh script, it work OK
