将省份信息单独发送到默认邮箱

肉饭需要把省份信息单独发到一个邮箱，我这里选择了默认邮箱（应该是以前的邮箱）

1. Too many commits for a single feature.
2. Unnecessary param for message is not recommended.
3. In PointReporter.process, items[0] is a common message from this province, not necessary to be the province report, so is_province variable won't work as expected.
4. I'll handle it myself.
