Fix startup boost #3

Documentation has "do not enable -- buggy".

  1. Establish in what way it's buggy
  2. Remove the config option if buggy
  3. Implement to be on par with stock TSDZ2 turbo mode (full power initially, afaict)

fixed in mbrusa's fork, tested with 20.1C.3
