Clean up pushing of plans

• Delete the push_plan copy

• Understand the .out files - add the --verbose flag?

• Remove initial plan echo

• Suppress numpy deprecation warnings

• Add a windfall mode flag --windfall

• Add "Status:" prefix before "Success" or "Failure"

• Review the logs

Also, change the process to push all points near the frontier K (= 1) times, as opposed to only points on the frontier K=28 times.
