Finish implementing SMC #5

Evaluate ALARM's implementation -- e.g., does it produce ensembles with stable statistics? -- and figure out how to tweak/parameterize it to be usable.

Then re-platform it on the new spanning tree abstraction / lib. Depends on #2 .
