DTU Wind Energy use case #1

As discussed with @markusstocker in the post at Persistent Identification of Instruments WG discussion thread I would like to provide a use case/adoption of PIDINST for wind energy domain using DTU Wind Energy as its representative.

Wind energy domain, even though largely seen as an engineering domain, is characterized as multi-disciplinary, thus mixing the following domains:

DTU Wind Energy operates a number of research and commercial facilities (some permanent, some mobile) which consists of a large pull of instruments. Certain instruments are off-the-shelf-products, while others DTU Wind Energy either develops or modifies to suit particular needs. Generally speaking, wind energy domain immensely cares about the metrological aspects of its instruments since uncertainties of measurands directly translate to finances (e.g., the uncertainty of 0.1 m/s in the measured wind speed leads to an estimated saving/loss worth around 10 M£ per year for the 25 year lifetime of a wind farm project).

DTU Wind Energy operates an instrumentation database instruments.windenergy.dtu.dk, which is accessible only for a selected DTU staff. Ideally, I would like to mint PIDs for each instrument in the above-reported database, thus opening up the instrument database. As a first step, thus a proof-of-concept of PIDINST, I will work with the long-range WindScanner, which is a mobile research infrastructure/instrument for wind energy and atmospheric science.

By reviewing the existing use cases (and the published paper) I found a solid overlap, thus I would be able to reuse existing material and adapt it for my specific needs.

I have forked the repo and made a new branch which contains use case 16-DTU-Wind-Energy: https://github.com/niva83/use-cases/blob/wind-energy-use-case/16-DTU-Wind-Energy.md
