Add sensor community usecase draft #3

As part of a project work at GWDG we would like to support both the sensor-community project as well as the PINST working group by assigning PIDs to a large set of distributed sensors. We already have our own prefix for this task.

Very exciting! Thanks for contributing a use case and looking forward to seeing this implemented. Very interesting adoption case and I would encourage you to join a future (virtual) RDA Plenary if you like to present this work. We are currently drafting the agenda for VP16 so if this is of interest let me know.
