Spec: LogArray underspecified #11

The DictionarySectionPlainFrontCoding mentions LogArray

<LogArray Position, in number of characters, where each block starts> Note: The number of saved blocks can be calculated by the number of entries of the LogArray block pointers.

What exactly is a logarray ? I assume an array of "logbits" mentioned at the end of the spec ? Does the counting start at number 0 or number 1 ?
