Refactor error-prone code in URI to Wiki title converter #27

There is some hard-to-grok, and seemingly error-prone code (which I'm very much guilty of) in the URI to wiki title conversion class, especially lines 211-244 that would need some refactoring and clean up, if not the whole class.
