Initial draft for Task Force scope #5

This is an initial draft of the scope/mission statement. Nothing is fixed with this initial version. It's just a starting point. Please review for typos or spelling errors. Create issues to discuss content changes.

Regarding Task Force: Some people called this effort a Working Group. WG is an official term by the W3C. Specifications from a WG may get better recognition outside the community, but it also has higher requirements to start the group, and more organizational work is required. Task Force is the term we used for the work on the Data Model specification.

I think this is fine. But have one question.. Should we mention DASH, that we take it as a starting point?

Yes, that makes sense. I will add it with a separate PR.
