Fix Utils base path when Application is deployed to WebOS #323

Fixes this comment in rdkcentral/Lightning-SDK#68.

Tested on WebOS and Tizen.

@ricardo-a-alves-alb thanks for this contribution! It looks good at first sight, but we'll test and review the changes on our end, to make sure it doesn't break anything else. We hope to merge and release it soon.
