Implemented a simple Chrome extension ("governor") which makes it easy to send Firebolt lifecycle events to an app under development.

browser-extensions/governor - code for the plugin. This is the directory a developer would 'load unpacked' into Chrome
README.md (top-level and in browser-extensions) - brought up-to-date now that there is a plugin
