fix the rdkit-postgresql* recipes for Release_2016_03_2 #21

the recipes on the master branch were still building the postgresql cartridge using the previous tag 2016.03.1. The regression tests were therefore failing because ffe829d wasn't included.

the PR also includes the Dockerfile cleanup that was submitted to the development branch.
