Changed CMake parameter to RDK_OPTIMIZE_POPCNT (see rdkit PR #2865) #89

As a consequence of rdkit PR #2865, the CMake build parameter RDK_OPTIMIZE_NATIVE is changed to RDK_OPTIMIZE_POPCNT.

This changes the parameter for the rdkit-postgresql windows build script, the only one that used this parameter explicitly.

NB: The parameter is default on (both before and after PR #2865), so this changes nothing for the other builds.
