Clean up the interface and preferences #72

I've had complaints from OS X users about an unintuitive interface and
randomly thrown together preferences that make BOINC hard to navigate
sometimes. While OS X users probably notice this more than others,
improvements to the GUI as a whole can help on all platforms.
