Hi,

in order clarify the usage conditions of the repository, a license would be very helpful.

I would just add https://github.com/rdmorganiser/rdmo/blob/master/NOTICE and https://github.com/rdmorganiser/rdmo/blob/master/LICENSE in a modified for, to keep the RDMO licenses consistent.
