Dev 2.2.0 validators #1066

This is the 2.2.0 version of https://github.com/rdmorganiser/rdmo/pull/1024. It contains all commits, but the one for the new interview and adds the migrations for VALUE_TYPE_DATE. It also sets PROJECT_VALUES_VALIDATION = False.
