Implemented:

Main menu, from which you can start a game or exit the game. Contains a placeholder 'options' button that does nothing.
Pause menu (press 'escape' while playing). From here you can return to the main menu, exit the game, or resume the game.

Mostly just functionality, didn't implement any graphics for this.
