Provide a dump of rdrr index #41

Hi, it would be great if there was a way to download/mirror/git clone the data behind the rdrr.io website. This would enable to get all DESCRIPTION files, i.e. all Depends: etc. This would be especially fantastic for all non-CRAN and non-BioC packages... Yours, Steffen
