Mouse pointer blinking every second or so #756

What steps will reproduce the problem?
1. When mouse cursor is positioned over any changable text (cursor changes 
shape to Insert Text)
2. When mouse cursor is positioned over any edge of adjustable pane (cursor 
changes shape to Adjust Width/Adjust Height)
3.

What is the expected output? What do you see instead?

The cursor should have a steady image. Instead it blinks every second or so 
with the busy circle, then goes back to standard cursor. It is very distracting 
to say the least.

What version of the product are you using? On what operating system?

2.5.3.0 x64
Windows 8.1 on Yoga 2 Pro

Please provide any additional information below.

I'm having same issue Windows 8.1, python v3.3.2 x64, Pyscripter v2.5.3.

As soon as pyscripter is opened, the mouse cursor goes busy every second or so. 
This happens only when hovering the mouse cursor within the pyscripter window.
