Notify when Flares Occur #14

Create logic to provide some kind of user-configurable notification when a class of flare occurs. More research required from NOAA to determine the different kinds of flares that can occur.

The new Performance XRay graph now has the correct NOAA flare levels where it will fill the Short XRay wave under the graph with the same colors as is on the NOAA website for XRay Flares. I will add this highlighting to the other two graphs where flares are monitored.
