Create a Featured Sites Section on Home Page #121

Moved this from the gohugo.io repo

Goal: Goal is to show users who is using Hugo. The more prominent and well-designed the better. Also, good to show a variety of use-cases (blog, docs, landing pages, etc.), as well as from a variety of countries.

Recs:

Approach: I think the approach will be to create a content section for sites to feed there and choose which ones for any period (i.e. they can be changed, which will also help create some freshness).
