Add cookies GDPR warning #84

I'm... not sure if we need this or not. Would love anyone to chime in... anyone at all.

The only information we store is a session cookie, which relates to an access token for the Spotify API. I suppose since the access token allows us to request the user's profile data from Spotify that technically counts as "personally identifiable" data. Le sigh...
