10.11 El Capitan is supposed to be released tomorrow as a free OS upgrade for mac users.
ROES webstart will not work with 10.11.
It is possible that you can use the jnlp launch with 10.11 but I think you would need to install java first and I bet it is not for the average user.
ROES says this has been resolved in final 10.11 release.
A major issue has been uncovered in Java applications that make use of scroll bars in the next version of OS X, 10.11 El Capitan. Tests using the latest developer beta releases have revealed that any click in/attempted use of a scroll bar causes a Java application to crash.
While scroll gestures work for these areas, with the El Capitan release coming soon we are advising against upgrading from 10.10 Yosemite to the new 10.11 until this is resolved between Apple and Oracle (there are presently bug reports submitted for this issue with both development communities).
