**BUG Occasional wrong qty pricing in ROES #59

We have had a few wrong qty prices applied lately - 3 that we know of in the last month. We have qty tiers at 10/100 and 300, todays order was for 204 prints that got the 300+ price.

She was on a PC, her previous order for 4x6s did the same thing, she installed ROES a couple years ago.

I have also seen an order for 8 11x14s get the 10+ price.

most of this was my fault, there has been only one known order with a wrong qty discount. That one is still a mystery.
