[FEATURE] Adding alert notifications for `warn` severity level in DBT tests #285

Tell us about the problem you're trying to solve

We use DBT cloud for prod deployment, and we send all dbt job failures to Slack channel. Currently there is no configuration on the cloud IDE to customize the alert to send warn level violations in dbt tests. The only way to see the warn level violations are either through the logs on cloud IDE or running the same model locally.

Describe the solution you’d like

We would like the ability to receive warn level alerts via slack channel (separate from dbt test failures )and the ability to customize the slack notification.

Describe the alternative you’ve considered or used We run locally to see to monitor the warn level violations
