[names] Documentation of source implementation #23

In order for other developers to easily get started when implementing new sources, especially cached Web service sources, the process of including a new common names source is to be documented for developers and service administrators.

Source implementation instructions can currently be found in the names module README. It might be a good idea to further elaborate on those instructions on a separate page.
