Replace the shortened tag count with the full one

Another feature request from the forums. At the moment, the tag count numbers in the sidebar are shortened Some users prefer to see them expanded. For example, 253629 instead of 253k. This is not to everyone's tastes, so it should come with a setting specifying how to display the numbers:

1. shortened version (default)
2. shortened, but displaying full on hover
3. full version, all the time

I don't think that those numbers are anywere in the document. There probably needs to be a api call.
