Enterprises may have specific requirements for both QoS and security, and may wish to enforce them for special destinations, e.g. critical services or important customers.

I could not agree more. This requires a mechanism to select a QoS level that depends on destination, and maybe other context attributes. It also requires a standard way of conveying QoS requirements. Some such standards exist in 3GPP (QCI - Quality Classification Indicator), using Diameter, but not for Internet communications! This is a good candidate for new standardization.
