[temp] changelog-generator feedbacks and fixes wishlist #257

Just a quick issue to track improvements that could/should be done to the changelog generator script.

auto skip commits that only touch files in RNTester (comment link)
filter "Daily arc lint" out in the generator (comment link)
look into how to fix this comment link
get the changelog generator to recognize reverts. Maybe we could enforce some sort of changelog that requires referencing a commit that is being reverted.
