0.58.{1,2,3} #82

This merge contains additional entries based off of community feedback. It adds brief entries at the top for the new patch releases, and it puts more detail in the minor release section around some manual steps that upgrading users will need to take. It also resolves a few linting issues.

Actually, two more things (maybe for a second PR):

  1. we should lsit properly in 0.58.2 all the new commits, since there are quite a few things (ex. Flow bump)

  2. may be worth, in 0.58.0, to add this https://github.com/facebook/react-native/issues/23183#issuecomment-458106496 meaning that when they upgrade they need to add the JSC framework on ios side

@kelset I took your remarks and revised the wording for the patch releases. For the commits that were part of 58, I put them in the original context, because some of them were closely related to the existing changelog entries.
