Add Call for Proposals #7

Add an interface into the website that allows users to submit a talk proposal (either lightning talk or full length talk).

[ ] Add form component to receive proposal details
[ ] Save proposals to backend (Parse)
[ ] Send email confirmation (mailgun, sendgrid)
[ ] Allow editing of proposals (via email link or user registration)

You could probably set up a form that posted an issue to the github page pretty easily (although then you'd miss out on all of the other cool features).
