Replaces https://github.com/reactioncommerce/docs/pull/26

This is a draft proposal for the new docs structure where the directory layout would match the site layout. This does not remove any of the existing docs but just rearranges them a little. Each empty doc (which most are) represents a document that needs to be either written from scratch or resurrected from old docs.

I would suggest that new docs just get PR'd into this branch which can be merged once it's at least mostly complete and we fully understand the docs flow.

Also cleans up incorrect links in package.json
