As an operator I want to create an Action that results in an Item Discount

example 1: customer receives a $10 discount on item(s) example 2: customer receives a 10% discount on an item(s)

User can set the criteria of the item discount including:

[ ] Selecting an action for their promotion with a value of one of the following:

"$ Off" - would result in a set dollar amount discounted from an item "% Off" - would result in a percentage discount on the item

[ ] For the above discounts types, user can enter a numeric value that represents either the percentage or dollar off amount
[ ] User can remove the action from the promotion
[ ] User can set the item inclusions and exclusions to identify which item(s) should receive the discount (issue 121)
