Bump MOC to 4.2.0, Add Provisional Kinetic Support

What this PR does / why we need it:

This PR:

• Bumps MOC to 4.2.0
• Bumps the Mongo chart to 11.1.10 as the old chart version is no longer hosted by Bitnami. 11.1.10 isn't the latest, but it's the latest supporting Mongo 4.x and I could be wrong but I don't think MOC supports Mongo >= 5.x
• Adds provisional support for Kinetic - I say provisional because there's no image being published for it yet.
