Add CLI information on init for instructions to signup for the managed platform.
Add handling for attempts to use commands where auth/tokens are required if the user attempts to use, but is not registered/logged in.

v0.22.2 adds a message about the platform to the end of the output from the init command
a similar message was added to the Platform commands in #41
