add React Hooks rules #21

Adds new rules for React Hooks, see https://www.npmjs.com/package/eslint-plugin-react-hooks for details.

@willopez please fix the DCO check. While you are doing that, lets change the commit with the DCO issue to have feat: in the commit message so that the npm version is bumped: https://github.com/semantic-release/semantic-release#commit-message-format

After that's done, go ahead an merge.
