Start Network Protocol Document #2

As per initial agreement in https://github.com/reactive-streams/reactive-streams-io/issues/1 we will start defining a network protocol.

A placeholder document now exists at https://github.com/reactive-streams/reactive-streams-io/tree/master where pull requests can be submitted to. The file can be renamed, broken up, moved etc as needed.
