add spkac signature verification #159

spkac's are signed key requests, and we do not currently verify the signature. details in https://github.com/whatwg/html/issues/102

Given that keygen is being removed from browsers and that the signature is failing this is a very low priority. One would have to see if the replacement for spkac offers the same features.
